Looking at the delicious recipe,

and calculation of calories/grams, the ratio of 1:0.9:3 is obtained and not the desired 1:2:3 fat/prot/carb. Why is it a featured recipe?

Maybe its a typo in the recipe and should be 8oz skim ricotta so it is 4 complete blocks?
I make a recipe like this too but I'm on 3 block meals so I use 2/3c oatmeal mixed with the 1/2c blueberries and I use 3/4c lf cottage cheese instead of the ricotta because its a 'best choice' protein as opposed to the 'fair choice' ricotta. Note that the 4 teaspoons of peanut butter is only if the protein is non-fat (less than 1.5g of fat per 1/4c)... the ricotta I get at my local grocer is never below 3g of fat (and this is the low fat stuff) so I would only use 1.5tsp of the peanut butter (not 3tsp as the recipe calls for).
I always double check every recipe. Just because it is on the site does not mean that it is perfectly balanced or that it contains all 'best choice' ingredients....but most recipes can be tweaked with little effort.

I tried various amounts of the listed ingredients and ended up using FF ricotta for
1/2 cup slow-cooked oatmeal
1/2 cup blueberries
4.5 teaspoons natural peanut butter
5 ounces FF ricotta cheese
the best result close to 1,2,3 ratio in grams but wonder if the oatmeal could be tasted and haven't tried it yet. ;-)
